Learning access must also be safe.
GOE Centres are expected to protect learners, preserve dignity and escalate risk promptly.
Safety concerns take priority over routine service, reputational or commercial considerations.For immediate danger or suspected crime, contact the appropriate local emergency service or competent authority.
Expected protections
- A designated safety or safeguarding focal person.
- Safe, accessible and appropriately supervised facilities.
- Clear conduct boundaries and protection from exploitation or harassment.
- Prompt incident escalation, evidence preservation and confidential handling.
- Referral to competent services and authorities where required.
Raise a concern
Provide the Centre, location, what occurred, when it occurred and any immediate risk. Avoid sending unnecessary sensitive records through an open form.
For non-emergency reports, use Contact GOE. For immediate danger, contact local emergency services first.
No retaliation
Good-faith reports should not lead to retaliation. Matters are triaged according to risk, lawful confidentiality and the need to protect affected people.
