The GOE Network is the coordinating institution and accrediting authority for GOE Centres.Operational units perform specialised functions under approved mandates; they do not acquire the Network's institutional authority.
Governance architecture
Network Secretariat
Coordinates the Initiative and manages approved operations, partnerships and implementation systems.
Accreditation Committee
Makes Centre accreditation decisions on behalf of the Network from a complete evidence record.
GOE-QAU
Administers due diligence, inspection, monitoring and recommendations. It does not grant accreditation.
Decision integrity
- Delegations are written, specific, reviewable and revocable.
- Inspectors cannot promise accreditation or negotiate outcomes.
- Executive officers cannot override independent findings or due process.
- Conflicts are declared, recorded and managed through recusal.
Regulatory boundary
GOE accreditation supplements and never replaces government licences, statutory approvals or the academic authority of participating institutions.
