GOE Centres are independent facilities accredited by the GOE Network to provide defined local access, learner support and, where specifically authorised, assessment services.
Every GOE Centre must be assessed, inspected, approved and entered in the public verification register before representing itself as accredited.
Accreditation applies only to the approved location, operator, service scope and validity period.
What a GOE Centre provides
Services vary by approved scope. Accreditation never transfers academic authority from a participating institution to a Centre.

Orientation, navigation assistance and referral to responsible institutions.
Accessible participation
Inclusive facilities and reasonable support for diverse learner needs.
Approved assessment support
Only where explicitly authorised and subject to identity and integrity controls.
Eligibility requirements
Prospective operators must demonstrate more than physical space. The Network assesses legal standing, governance, capability, safeguards and sustainability.
Legal and regulatory standing
Valid organisation, lawful operation and compliance with applicable national and local requirements.
Facilities and accessibility
Safe, suitable and inclusive premises with reliable utilities and security arrangements.
Management and staffing
Responsible leadership, trained personnel, defined roles and ethical conduct.
Technology and data protection
Secure systems, dependable connectivity, privacy controls and service continuity.
Learner welfare and complaints
Transparent information, safeguarding, support, non-retaliation and escalation routes.
Operational sustainability
A credible model that does not depend on misleading recruitment or compulsory services.

Eligibility screening
Review legal, governance, staffing and facility readiness.
Formal application
Submit evidence, declarations and applicable requirements.
Due diligence
GOE-QAU reviews evidence, risk and operating capacity.
Inspection
Qualified assessors verify the facility and proposed scope.
Network decision
The GOE Network grants, conditions or refuses accreditation.
Public registration
Approved Centres receive an identifier and official register entry.
Monitoring and renewal
Continuing assurance, corrective action and periodic reassessment.
Standards, inspection and monitoring
GOE-QAU undertakes technical assessment and monitoring on behalf of the Network. The Network retains accreditation authority.
Initial inspection
Facilities, technology, records, accessibility, safety and staffing are verified.
Corrective action
Findings may require time-bound remediation before or after a decision.
Continuing monitoring
Scheduled and risk-based reviews test whether approved standards remain sustained.
Status consequences
Accreditation may be conditioned, suspended, expired or withdrawn through due process.

The controlled application pathway is now available. Organisations should complete the readiness requirements before creating one application for each proposed location.
